Net metering System in Ghana – Current State

A Smart meter for net metering

Since 2022, the buzz in Ghana’s renewable energy sector has revolved around the technology known as ‘net metering.’ There is a great anticipation for this system to be rolled out nationwide. However, some individuals remain unfamiliar with the concept. So, what exactly is net metering, how does it function, what are the prerequisites, and when can we expect its full implementation in Ghana? In this article, we will try to address all these questions.

What is net metering?

Net metering is a billing system used in the context of electricity generation and consumption, particularly for people who have installed renewable energy systems, such as solar panels, in their homes or businesses. The main aim of net metering is to encourage the adoption of renewable energy sources and to make electricity generation by individuals and organizations economically viable.

When did net metering start?

its history dates back to the 1970s, when it was first introduced as a billing arrangement to encourage the use of renewable energies, particularly solar power. Over the years, it has grown in popularity, and many U.S. states and countries around the world have adopted net metering policies. The 2010s saw significant growth in solar energy and net metering. Today, net metering continues to evolve, with changes in compensation rates, system size limits and grid management. It has become an essential policy tool for promoting the adoption of renewable energies.

Current state of net metering in Ghana?

The net metering system was scheduled to commence operation in September 2024. Nevertheless, as of now, its implementation is still pending. Ghana has initiated net metering under the Renewable Energy Act of 2011. The program is still in its early stages, with pilot projects assessing its feasibility and impact. There were some pilot net metering projects and initiatives in Ghana, often led by government agencies, non-governmental organizations (NGOs), and renewable energy companies.

Prerequisites

Before net metering can be initiated, an agreement must be drawn up between the electricity supplier and the system owner, in accordance with the 2023 Net Metering Code (http://energycom.gov.gh/newsite/index.php/regulation/renewable-energy-if?download=402:energy-commission-net-metering-code-2023). Compliance with these standards is essential for any system owner wishing to participate in net metering in Ghana.
